State agencies using statewide contracts must submit documentation including statement of work with deliverables and due dates, hourly rates with "not to exceed" caps, line-item expenses, and performance guarantees

State agencies must complete post-assessments within 30 days of contract milestones or end dates, evaluating whether contracts were completed on time and within budget

Incomplete contracts must be reported in annual budget submissions with estimated completion times; effective date is November 1, 2026
