Establishes new felony offenses for public officials or employees who disclose bid terms before bid opening, provide insider bid information in advance, or withhold bid notice information after publication

Creates tiered construction contract thresholds for school districts: contracts under $25,000 may be negotiated; $25,000-$50,000 require written bids or competitive quotes; $50,000-$100,000 require written bids with executed contracts and proof of insurance before work begins

Expands conflict of interest prohibitions to cover all officials and employees who authorize, award, or supervise public construction contracts, plus their relatives within the third degree of consanguinity or affinity, with violations constituting a Class D3 felony

Requires contractors and vendors to disclose under oath all individuals with more than 10% ownership interest in the bidding company and any entities in the ownership chain, with failure to provide such statements rendering contracts void
