Mandates a formal public meeting within 120 days of approving a design contract, with 30-day advance notice to property owners within one-half mile of the proposed route and an online portal for public comments

Establishes a 5-year sunset provision for any new turnpike authorization enacted after the effective date, terminating the authorization if the Authority has not approved a design contract within that timeframe

Requires the Authority to compensate property owners for damaged property and obtain independent approval from the Transportation Commission before completing design of new routes
