Transfers Capitol Patrol functions from the Oklahoma Highway Patrol Division (Department of Public Safety) to a newly created Oklahoma National Guard Capitol Patrol Division under the Adjutant General's authority

Grants the new National Guard Capitol Patrol Division law enforcement powers to enforce parking, traffic, and criminal laws at all state buildings and properties in Oklahoma County and Tulsa County

Establishes parking violation fines of $5 if paid within 10 days or $20 if paid after 10 days, with hearing procedures and authority to immobilize or impound vehicles with outstanding fines

Requires the Office of Management and Enterprise Services and Oklahoma Capitol Improvement Authority to provide office space for the new division, with salaries based on the 2013 Total Remuneration Study for Department of Public Safety personnel

Repeals existing statutes governing the Capitol Patrol Division under the Highway Patrol (47 O.S. Section 2-105.7) and parking regulations on state property (47 O.S. Section 11-1009), effective November 1, 2026
