Creates the Oklahoma Energy Storage Resource Safety Act requiring energy storage facilities to comply with International Fire Code and NFPA 855 2026 standards, maintain site-specific emergency operations plans accessible to first responders, and offer free training to local fire departments on incident response

Establishes decommissioning requirements for energy storage agreements executed after the effective date, mandating removal of equipment to at least 3 feet below surface grade, financial assurance (via parent company guaranty, letter of credit, or bond), and updated cost estimates by the 10th anniversary of operations and every 5 years thereafter

Creates the Oklahoma Solar Energy Development Act requiring solar facility owners to provide payment statements to landowners paid based on energy production, allow landowner record inspections to verify payments, and maintain commercial general liability insurance with landowners named as additional insureds

Mandates solar facility developers submit notification of intent to build to the Corporation Commission at least 6 months before construction, publish notice in local newspapers, notify oil and gas operators by certified mail, and hold a public meeting within 60 days of publication

Sets Fire Marshal review fees at no more than $0.06 per square foot (capped at $500,000 per facility) for energy storage, wind, and solar facilities, with 75% distributed to local fire departments and 25% retained for regulatory purposes, and requires review completion within 30 calendar days
