Expands the Larry Dickerson Education Flexible Benefits Allowance Act to cover dependents of eligible school district employees, including spouses and unmarried children under age 25 or disabled children regardless of age

Links flexible benefit allowance amounts for certified personnel and their dependents to state employee flexible benefit allowance amounts under Section 1370 of Title 74, effective for fiscal year ending June 30, 2027

Requires the Legislature to appropriate funding for flexible benefit allowances covering both school district employees and their dependents through the State Board of Education and State Board of Career and Technology Education

Allows cafeteria plan expenses to include premiums for health insurance, life insurance, dental insurance, disability insurance, and high deductible health plans for employees and their dependents

Effective July 1, 2026, with an emergency clause allowing immediate implementation upon passage and approval
