Eliminates the option for undocumented students to receive resident tuition rates by filing an application to legalize immigration status or an affidavit promising to do so

Requires all students seeking resident tuition at Oklahoma State System of Higher Education institutions to present valid documentation of U.S. nationality or lawful immigration status

Bars individuals not lawfully present in the United States from receiving any state postsecondary education benefits, scholarships, financial aid, or resident tuition, removing the existing exception under Section 3242

Requires proof of U.S. nationality or lawful presence to receive any taxpayer-funded grants, scholarships, stipends, subsidies, or tuition reductions at state higher education institutions

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
