Prohibits denying or delaying adoption placements based on a prospective adoptive parent's refusal, unwillingness, or lack of support to enable a child to engage in a gender transition

Amends the Oklahoma Children's Code to specify that raising or referring to a juvenile consistent with the juvenile's biological sex shall not constitute abuse or neglect

Modifies criminal child abuse and neglect statutes (21 O.S. Section 843.5) to exclude actions related to raising or referring to a child according to their biological sex from the definitions of child abuse or child neglect

Amends the child endangerment statute (21 O.S. Section 852.1) to exclude raising or referring to a juvenile consistent with biological sex from the definition of child endangerment

Effective date is November 1, 2026
