Limits garnishment to the lesser of 25% of disposable earnings or the amount by which disposable earnings exceed 30 times the federal minimum wage per workweek

Establishes sanctions for non-compliance: garnishees face $20/day penalties for procedural failures, while creditors acting in bad faith face up to $1,000 in penalties plus $50/day for failing to respond to wrongful garnishment claims

Prohibits employers from discharging or taking adverse action against employees due to garnishment, with enforcement through existing anti-discrimination laws; effective November 1, 2026
