Replaces the existing bond requirement for medical marijuana commercial grower license applicants with a $2,000 land reclamation fee

Exempts applicants from the land reclamation fee if the land has been owned by the applicant or a first degree relative (mother, father, spouse, son, or daughter) for at least 5 years prior to application

Creates the Oklahoma Medical Marijuana Land Reclamation Revolving Fund in the State Treasury to receive collected land reclamation fees

Authorizes the Oklahoma Medical Marijuana Authority to spend up to $5,000,000 from the fund for environmental remediation and redevelopment projects, with remaining funds deposited into the General Revenue Fund

Repeals the existing bond requirement statute (Section 427.26) and takes effect November 1, 2026
