Prohibits Oklahoma state agencies from using AI for cognitive behavioral manipulation, discriminatory classification of persons, real-time biometric surveillance in public spaces (except with warrant or exigent circumstances), and deceptive deepfakes

Requires human review and approval of all high-risk AI decisions affecting individuals' legal rights, benefits eligibility, or civil penalties before implementation

Mandates disclosure when AI-generated content has not been human-reviewed and when users are interacting with AI systems

State agencies must review existing AI systems for compliance within 9 months of the November 1, 2026 effective date and report to the Office of Management and Enterprise Services (OMES)

OMES must submit annual reports beginning December 1, 2026 to the Governor and legislative leaders summarizing state agency AI systems and compliance status
