Amends Oklahoma riot participation penalties: Class A1 felony for riots involving murder, maiming, robbery, rape, or arson; Class B3 felony (2-10 years) for resisting law enforcement or carrying firearms during riots; Class B1 felony (2-20 years) for directing others to violence; Class D2 felony (up to 2 years) for assault and battery during riots

Upgrades unlawful obstruction of public streets during riots from a misdemeanor to a Class D3 felony, punishable by imprisonment in the Department of Corrections with fines between $100 and $5,000; offenders are also civilly liable for all resulting damages to persons or property

Adds new riot-related felonies: Class B1 felony (up to 10 years) for aggravated assault and battery; Class D3 or D1 felony for property damage based on whether damage exceeds $1,000; Class D3 felony for wearing masks to conceal identity while committing felonies during riots

Amends the Oklahoma Governmental Tort Claims Act to allow government liability if the state or political subdivision was aware of dangerous conditions and affirmatively decided or established a policy to allow civil disobedience, riot, insurrection, or rebellion
