Enacts the "Right to Raise Act" establishing that raising or referring to a child consistent with their biological sex cannot constitute child abuse, neglect, or child endangerment under Oklahoma law

Prohibits denying or delaying adoption placements based on a prospective parent's refusal, unwillingness, or lack of support to enable a child to engage in a gender transition

Amends the Oklahoma Children's Code definitions of "abuse" and "neglect" to explicitly exclude parenting practices based on a child's biological sex

Modifies criminal child abuse and child endangerment statutes (21 O.S. Sections 843.5 and 852.1) to specify that biological sex-based parenting does not constitute criminal conduct
