Expands income eligibility for private school scholarship recipients from 300% to 555% of the federal poverty level, and redefines "low-income eligible student" as households at or below 185% of the federal poverty level

Authorizes scholarship payments to be made via secure electronic funds transfer (including ACH transfers) to qualified schools, in addition to the existing check payment method

Changes the reference standard for identifying underperforming schools from the federal No Child Left Behind Act to Oklahoma's state letter grade system (Section 1210.545 of Title 70)

Extends the reporting deadline for scholarship-granting organizations and public school foundations from April 30, 2024 to December 31, 2029, and changes the reporting cycle from every two years to every four years

Requires annual reports on scholarships to be disaggregated by student categories including low-income status, special needs status, and first-time scholarship recipients; effective date is January 1, 2027
