Prohibits Medicaid and SoonerCare funds from being paid to entities primarily engaged in family planning services, reproductive health, and related medical care that provide abortions

Extends the funding prohibition to affiliates, subsidiaries, successors, and clinics of such entities

Permits exceptions for abortions when the pregnancy results from rape or incest

Permits exceptions when a physician certifies that a physical disorder, injury, illness, or life-endangering condition would place the woman in danger of death without an abortion
