Creates the "Safer Counties Revolving Fund" in the State Treasury, administered by the Oklahoma Department of Public Safety as a continuing fund not subject to fiscal year limitations

Fund receives monies appropriated by the Legislature and provides grant disbursements to all Oklahoma counties for purchasing public safety and traffic barrier equipment

Counties are prohibited from using fund monies for any purpose inconsistent with public safety

Expenditures require warrants issued by the State Treasurer against claims filed with the Director of the Office of Management and Enterprise Services

Effective date: November 1, 2026
