Eliminates the option for undocumented students to receive resident tuition by filing an application to legalize immigration status or an affidavit promising to do so

Prohibits individuals not lawfully present in the United States from receiving any state postsecondary education benefits, including scholarships, financial aid, and resident tuition

Removes previous provisions that protected undocumented students who met certain criteria from being disqualified from state scholarships and financial aid based on immigration status

Maintains eligibility for resident tuition only for students who graduated from an Oklahoma high school and resided in the state with a parent or guardian for at least 2 years, but now requires valid U.S. nationality or lawful immigration status documentation

Effective date of July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
