Amends Oklahoma's Sex Offenders Registration Act to allow persons convicted under Sections 1111.1 or 1114 (rape and related offenses) to petition for removal from the sex offender registry if they were no more than 4 years older than the victim, the victim was 14-17 years old, and they have no other convictions under those sections

Creates a new pathway for registrants with permanent and irreversible medical or cognitive conditions that substantially impair their ability to understand or comply with registration requirements to petition for removal, either directly or through a legal guardian

Requires district attorneys to receive at least 21 days notice before hearings on removal petitions and allows them to present opposing evidence

Prohibits petitioners from filing any further removal petitions if the court denies their initial request

Department of Corrections must remove all information from the public sex offender registry upon receiving a certified court order, though criminal history records otherwise available to the public remain accessible; effective date November 1, 2026
