Creates the 2030 Census Complete Count Committee with 16 members appointed by the Governor, legislative leadership, and minority leaders to ensure a full population count for the 2030 Decennial Census

Committee membership includes 4 legislators, 6 state/local government representatives reflecting geographic diversity, 3 nonprofit/private organization representatives, and 3 ethnic or language minority group representatives

Requires development of a census outreach plan including state agency initiatives, school-based programs, nonprofit partnerships, and multilingual multimedia campaigns targeting hard-to-count populations

Appointments must be made by March 1, 2027, with the first meeting by July 1, 2027; the State Data Center of the Legislative Services Bureau provides staff support

Final report due to the Governor and legislative leaders by June 1, 2030; act becomes effective November 1, 2026
