Assigns the Center responsibility for preparing and maintaining population statistics, estimates, and projections, including breakdowns by political subdivisions, ethnic groups, and racial populations

Requires annual reports on state population trends to the Governor and Legislature, and mandates technical assistance for legislative reapportionment and redistricting

Designates the Center to oversee the 2030 Census Complete Count Committee and coordinate with federal census programs including the Redistricting Data Program, Boundary and Annexation Survey, and School District Review Program

Effective date of November 1, 2026
