Expands who can review Medicaid adverse determination appeals by adding specific requirements for psychologists, who must be licensed under Oklahoma's Psychologists Licensing Act and have training/experience in testing for and treating the condition in question

Requires psychologist reimbursement to reflect outcomes and include services beyond therapy, such as patient intake administration, testing, and assessment

Directs the Oklahoma Health Care Authority to establish a reimbursement rate for psychologists who win appeals, compensating them for hours spent on the appeal process that would otherwise have been used for patient services

Amends existing Medicaid statutes (56 O.S. 2021, Sections 4002.8 and 4002.12) governing adverse determination procedures and provider reimbursement rates
