Adds the State Committee of Blind Vendors (established under Title 7, Section 78) to the list of public bodies exempt from requiring a physical quorum at in-person meeting sites for videoconference meetings

Allows the State Committee of Blind Vendors to conduct executive sessions via videoconference technology, with no requirement for members to be physically present as long as each member is audible or visible to other participants

Requires meeting notices and agendas to indicate whether executive sessions will include videoconferencing, identify members appearing remotely, and note whether any member will be physically present

Declares an emergency, making the act effective immediately upon passage and approval
