Oklahoma will participate in the federal Summer Electronic Benefit Transfer (Summer EBT) program beginning with the 2027 program year to provide supplemental nutrition assistance to eligible children when school is not in session

Department of Human Services will administer the program and coordinate with the State Department of Education for eligibility determination and data sharing

Benefits will be subject to the same food restrictions as Oklahoma's Supplemental Nutrition Assistance Program (SNAP), with the Department seeking federal approvals to align restrictions with state policy

Creates the "Summer Electronic Benefit Transfer Program Revolving Fund" in the State Treasury to receive federal funds, state appropriations, tribal contributions, grants, and private donations for administrative costs

Program continuation is contingent on legislative appropriations; Oklahoma may discontinue participation if federal administrative cost-sharing is reduced below 2027 levels
