Reduces the annual distiller license fee from $3,125 to $1,250

Allows distillers to sell and serve spirits at multiple non-adjacent premises throughout the state, expanding from the previous limitation of one location in the same county

Permits distillers to provide samples at public events such as trade shows and festivals, and removes the requirement that spirits be physically shipped to a wholesaler's bonded warehouse before being purchased back by the distiller

Removes the 15,000 gallon annual production limit for spirits sold by distillers at licensed premises and public events

Exempts spirits manufactured in Oklahoma from brand labeling registration fees, and caps wholesaler markup to distillers at 12% above FOB shipping price plus excise taxes; effective November 1, 2026
