Increases state employee flexible benefit allowances by 2% starting with the plan year beginning January 1, 2026, with an additional 2% increase for plan year 2027 and each subsequent year thereafter

Updates the baseline reference year for calculating benefit allowances from plan year 2023 to plan year 2026

Maintains existing benefit structure including coverage for HealthChoice High Option plan premiums, dental plans, disability insurance, and basic life insurance

Preserves dependent coverage contributions at 75% of HealthChoice High Option plan premiums for spouses and children
