Removes "physically deformed" from the list of conditions that disqualify a person from obtaining a driver license in Oklahoma, while retaining restrictions for mental disease or physical conditions that would impair driving ability

Allows Class D driver license applicants to self-certify they are medically able to drive safely, rather than requiring other medical documentation

Permits a valid, unexpired U.S. passport to serve as both primary and secondary proof of identity when applying for a driver license or identification card

Updates statutory references to replace "the Department" with "Service Oklahoma" throughout the driver license application provisions
