Amends the Oklahoma Equal Opportunity Education Scholarship Act to allow scholarship-granting organizations to award capital improvement grants to qualified private schools for projects that increase instructional capacity

Defines "capital improvement grant" as a grant to fund capital improvement projects that would increase the instructional capacity of a qualified school

Expands the definition of scholarship-granting organization to include entities that award capital improvement grants to qualified schools, in addition to distributing educational scholarships

Requires scholarship-granting organizations to report annually to the Oklahoma Tax Commission on capital improvement grants awarded, including school names, grant amounts, project descriptions, and increased capacity provided

Takes effect July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
