School districts with websites must display the percentage of total expenditures allocated to instructional expenses from the prior fiscal year on their home page

Bond election proposals must include the district's instructional expenditure percentage, posted at least 30 days before the election along with project details and estimated costs

Bond guarantee applications to the Commissioners of the Land Office must now include the district's instructional expenditure percentage

"Instructional expenditures" follows the National Center for Education Statistics definition, explicitly excluding administrative services and equipment/materials for administrative staff

Effective July 1, 2026, with emergency clause for immediate effect upon passage; instructional expense requirements do not apply to bonds approved before the effective date
