Requires all Oklahoma school district boards of education to adopt mandatory policies prohibiting student use of cell phones and personal electronic devices on campus "bell to bell" (from first bell to dismissal bell), beginning with the 2025-2026 school year

Eliminates the optional policy provision that previously allowed districts to adopt such restrictions starting in the 2026-2027 school year, making prohibition policies mandatory rather than discretionary

Defines personal electronic devices to include smart watches, smart headphones, laptops, tablets, and smart glasses, but excludes school-issued or school-approved devices used for classroom instruction

Permits exceptions for emergency use and for students who use devices to monitor health issues

Effective date of July 1, 2026, with an emergency clause for immediate implementation upon passage and approval
