Political subdivisions are prohibited from spending public funds to hire registered lobbyists or to pay nonprofit state associations that primarily represent political subdivisions and employ lobbyists

Officers and employees of political subdivisions may still provide information to legislators, appear before committees, and advocate on legislation without registering as lobbyists; travel reimbursement for these activities remains permitted

Taxpayers or residents may seek injunctive relief against political subdivisions that violate the lobbying restrictions, with prevailing plaintiffs entitled to recover attorney fees and costs

Former members of the Oklahoma House of Representatives or State Senate are prohibited from registering or working as lobbyists until 6 years after their last term expires, beginning January 1, 2027

Former legislators who registered as lobbyists before January 1, 2027 cannot renew their registration until 6 years after their last term expired; the act takes effect November 1, 2026
