Requires ballot measure committees to obtain written affirmations from donors confirming they are not foreign nationals, with records retained for 5 years

Bars foreign nationals from participating in decision-making regarding ballot measure activities or soliciting others to make contributions or expenditures to influence ballot measures

Authorizes the Attorney General to bring civil enforcement actions, with penalties including statutory damages up to twice the prohibited contribution amount, or up to three times for knowing/willful violations
