Amends the Oklahoma Juvenile Code to clarify that children taken into custody are not considered to be in temporary custody of the Office of Juvenile Affairs while held in police care or secure detention as accused delinquents, or when released to parents, guardians, or other responsible adults

Requires the Office of Juvenile Affairs to provide detention facility operators with all medications prescribed for a juvenile at the time of placement when the juvenile is under OJA supervision or custody

Mandates that if prescription medication is unavailable at placement time, OJA must provide the medication to the detention facility within 48 hours at no charge, or provide appropriated funds to the facility to cover medication costs

Reformats detention facility certification standards to list separately: separation of juveniles from adults, supervision of juveniles, and health and safety measures for juveniles
