Amends 22 O.S. 2021, Section 1105 to simplify bail release conditions, requiring defendants to appear before the court at ordered times and comply with all lawful conditions imposed by the court

Removes existing statutory provisions requiring domestic violence and protective order violators to appear before a magistrate before release, along with the detailed list of factors courts were required to consider in those cases

Eliminates provisions restricting personal recognizance bonds for domestic violence defendants and removing requirements for magistrate approval before releasing persons arrested for drug manufacturing or repeat DUI offenses

Creates new Section 1141.31 requiring felony defendants who post bail to sign an advance waiver of extradition rights, agreeing that if they flee Oklahoma and are apprehended in another state, they waive the right to contest extradition including Governor's warrant and habeas corpus relief

Effective date of November 1, 2026
