Amends 68 O.S. 2021, Section 3020 to require county excise boards to set all temporary allocations for school districts prior to June 30 of the current fiscal year

Maintains existing authority for excise boards to approve temporary appropriations for counties, cities, school districts, and other municipal subdivisions upon verified application showing need

Temporary appropriations cannot exceed the estimated amount available for the entire fiscal year for each purpose requested

Cities and towns where ad valorem tax revenue to the municipal general fund was less than 5% of total revenues are exempt from temporary appropriation limitations and approval requirements

Effective date: November 1, 2026
