Creates the "Foreign Terrorist Organization Felony Enhancement Act" to double both prison sentences and fines for any state felony conviction when the offender was a member of, acting on behalf of, or knowingly supporting a U.S. State Department-designated foreign terrorist organization at the time of the offense

Enhanced sentences apply in addition to any mandatory minimums and cannot be suspended or deferred

Courts must verify the organization was designated as a Foreign Terrorist Organization under Section 219 of the Immigration and Nationality Act (8 U.S.C. § 1189) at the time of the offense, and may take judicial notice of Federal Register designations

Foreign terrorist organization affiliation becomes a statutory aggravating factor affecting bail eligibility, release conditions, probation decisions, parole eligibility, and sentence modification

Declared an emergency measure taking effect immediately upon passage; passed by Committee on Judiciary and Public Safety Oversight on February 26, 2026
