Prohibits unlicensed roofers from representing, advising, or interpreting insurance coverage to customers, though they may still provide construction-related information such as damage observations, repair estimates, and scope of work

Establishes penalties of up to $1,000 per violation for roofers who unlawfully discuss insurance coverage, with violations reported to and determined by the Construction Industries Board

Requires new applicants (not registered prior to November 1, 2026) to wait 30 days after passing the exam before receiving their endorsement and prohibits them from performing any residential roofing work until the endorsement is issued
