Creates a new "Endorsed Plumbing Apprentice" license category for registered apprentices who complete a 1,000-hour formal education program approved by the Committee of Plumbing Examiners and pass the journeyman examination, but have not yet completed the required 2,000 hours of work experience

Applicants must be at least 17 years old, maintain a minimum 70% grade in all trade courses, and submit transcripts and documentation to the Construction Industries Board

Endorsed apprentices who complete 2,000 hours of verified work experience within 3 years of passing the exam and reach age 18 may obtain a journeyman plumber license without retaking the examination

Endorsed apprentice status expires 3 years after passing the journeyman exam; those who fail to apply for journeyman licensure within that period must retest or revert to regular apprentice registration
