Amends Oklahoma law (Section 1151.30) to clarify that the roofing contractor registrar is not authorized to investigate or prosecute violations related to roofing contractors offering to pay insurance deductibles as sales inducements

Limits the registrar's role to receiving complaints only, requiring all complaints alleging violations to be forwarded to the Oklahoma Insurance Department and the Office of the Attorney General for investigation, enforcement, and prosecution

Allows complaints received by the registrar to also be referred to the District Attorney for disposition at the District Attorney's discretion

Maintains existing prohibitions on roofing contractors advertising or promising to pay all or part of insurance deductibles to induce sales, with insurers permitted to reject estimates from violating contractors
