Preserves the five-year lookback limitation for most convictions, with exceptions for violent offenses enumerated in Section 571 of Title 57, domestic violence felonies, and sex offenses requiring registration

Continues allowing individuals with criminal records to request pre-application eligibility determinations from licensing authorities for a fee not exceeding $95, with responses required within 60-90 days
