Requires 4 hours of annual continuing education for both commercial and residential roofer endorsement renewals, with courses approved by the Committee of Roofing Examiners

Sets administrative fines for violations: up to $5,000 for commercial work; graduated penalties for residential work ($500 first violation, $1,000 second, $3,500 third, revocation for subsequent violations)

Mandates that qualifying parties provide direct supervision of roofing work, with proof of current registration and endorsement required on jobsites; subcontracting to unregistered or improperly endorsed contractors constitutes a violation
