Prohibits discrimination based on vaccination status or possession of an immunity passport by employers, state and local governments, and places of public accommodation in hiring, services, and access to facilities

Defines "immunity passport" as any written, digital, or electronic record showing disease immunity through vaccination or prior infection, and "vaccination status" as indication of whether someone has received any vaccine doses

Exempts existing Oklahoma school immunization requirements under Title 70 and health care facilities acting pursuant to federal CMS or CDC regulations or conditions of participation

Allows health care facilities to request voluntary vaccination status disclosure for safety accommodations, treating employees who decline to answer as unvaccinated

Prohibits requiring any individual to receive vaccines authorized only under Emergency Use Authorization or still undergoing clinical safety trials; effective November 1, 2026
