Foreign government adversaries, state-owned enterprises (SOEs), and entities with foreign adversary beneficial ownership are prohibited from acquiring, holding, or controlling any covered land in Oklahoma

Land acquisitions within 10 miles of military installations or critical infrastructure sites are specifically banned for SOEs, foreign adversaries, and their controlled entities

All covered land conveyances must include an affidavit disclosing beneficial owners (name, jurisdiction, ownership percentage), funding sources, and certification of compliance under penalty of perjury

Civil penalties up to $250,000 per transaction or $10,000 per acre; criminal penalties for knowingly filing false affidavits include up to 5 years imprisonment and $250,000 fine

Prohibited parties who acquire land through inheritance, foreclosure, or debt collection must divest within 2 years; unknowing acquirers have 180 days to cure after Attorney General notice
