Creates the "Transient Sex Offender Elimination Act of 2026" establishing program houses that can house multiple registered sex offenders, with occupancy limited by local housing codes and Department of Corrections approval

Requires program houses to be located at least 3,000 feet from protected zones, while single-family homes housing sex offenders must be at least 1,000 feet away

Mandates all incarcerated sex offenders complete victim impact and life skills curricula before release, and participate in step-based recovery, job readiness, and support group programs upon arrival at program houses

Requires the Department of Corrections to issue reentry portfolios upon release containing identification documents, program completion records, and housing/employment plans

Applies retroactively to all currently registered sex offenders in Oklahoma, allowing them to access program house housing and rehabilitation services, with the Department required to submit annual reports on recidivism rates and housing stability to the Legislature; effective November 1, 2026
