Prohibits Oklahoma state agencies and political subdivisions from expending funds or taking actions that directly violate constitutional rights or assist federal entities in violating such rights

Defines "unconstitutional federal actions" as mass surveillance, pregnancy data collection, religious registries, and raids on houses of worship, schools, or hospitals

Bars state agencies from collecting, retaining, or disclosing pregnancy-related data or religious affiliation information for federal enforcement purposes, voiding any intergovernmental agreements requiring such data sharing

Requires the Attorney General to provide legal defense for Oklahomans targeted by unconstitutional federal actions and to issue annual public reports on assistance requests

Creates a private cause of action against state or local governments that unlawfully cooperate with prohibited federal activities, with employee discipline and contractor penalties for violations; effective November 1, 2026
