Amends Oklahoma law to add a statutory definition of "service animal" as a dog individually trained to perform specific tasks for a person with a disability, explicitly excluding emotional support animals and therapy animals

Requires sellers or providers of emotional support animals to give written notice that the animal lacks service animal training, does not carry service animal legal rights, and that misrepresenting it as a service animal violates Oklahoma law

Requires providers of disability-related need verification for emotional support animals and sellers of ESA certificates, vests, or identification tags to provide the same written notices

Written notices must be in at least 12-point bold type and included on receipts or attached paperwork

Violations of notice requirements carry fines of $100-$250 for first offense and at least $500 for subsequent violations; effective date November 1, 2026
