Amends definitions and updates accreditation standards for dental colleges, dental hygiene programs, and dental assisting programs to include Commission on Dental Accreditation of Canada (CADA) and other U.S. Department of Education-recognized accrediting associations

Adds the Dental Practice Committee to the Board of Dentistry's standing committees, allowing up to eighteen members for both the Dental Practice and Anesthesia Committees

Expands dental assistant supervision rules to allow assistants to work under general supervision for radiation safety and when assisting hygienists with procedures the hygienist may perform under general supervision

Creates a three-year pilot program at the University of Oklahoma College of Dentistry for foreign-trained dentists to obtain dental hygiene licenses by passing required exams and completing an evaluation program

Allows teledentistry to establish a "patient of record" for emergency or hygiene treatment when the patient is physically at the dental office or treatment facility but the dentist is not readily available
