Renames the Oklahoma National Guard CareerTech Assistance Act to the "Christopher A. Rau Act" and removes requirements that eligible Guard members have one year remaining on enlistment, agree to complete service obligations, and serve 24 months after receiving benefits

Allows qualifying National Guard members with 6+ years of service to transfer education benefits (CareerTech and higher education assistance) to spouses or dependent children under age 26, with service obligation requirements waived for Purple Heart recipients

Establishes a permanent gift shop at the Oklahoma National Guard Museum located at 3301 NE Grand Blvd. in Oklahoma City, with proceeds deposited into the Oklahoma National Guard Museum Fund

Removes the provision subjecting state militia to the Oklahoma Uniform Code of Military Justice and removes compensation parity requirements for full-time state employees serving in military capacity, while establishing that Oklahoma State Guard members only receive compensation when activated for state active duty
