Amends salary requirements for secretary-bailiffs in Oklahoma district courts beginning fiscal year 2027, setting annual salary at the greater of $42,000 or 80% of the maximum salary for a law enforcement level 5 officer under the Oklahoma Law Enforcement Pay Structure

Secretary-bailiffs are appointed by district judges, associate district judges, and business court judges to serve at the will of the appointing judge, with the Chief Justice approving the number and assignments statewide

Business court judges may appoint a law clerk who must be an attorney licensed or eligible for licensure in Oklahoma, with salary set by the Chief Justice

CLEET-certified secretary-bailiffs have full peace officer powers and authority, though this does not entitle them to participate in the Oklahoma Police Pension and Retirement System

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage and approval
