Requires the Incentive Evaluation Commission and its contractors to submit findings and recommendations to the Legislative Office of Fiscal Transparency upon completion of incentive evaluation reports

Adds two new evaluation criteria for state incentives: whether the incentive furthers a strategic economic goal or industry of the state, and whether it creates a competitive advantage by evaluating effectiveness within the state's entire economic ecosystem

Expands required evaluation comparisons to include results from incentives and economic development strategies from other states, not just those within Oklahoma

Takes effect July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
