Authorizes the Commissioners of the Land Office to grant hunting leases on state trust property in addition to existing commercial and agricultural leases

Hunting leases must be offered at not less than fair market value as determined by the Commissioners and may be placed on the same parcels as commercial or agricultural leases

Requires notice of hunting leases or intent to lease be given to commercial and agricultural lessees prior to commencement of their lease, along with a copy of hunting lease terms and rights

Oil and gas operators are liable for damages to hunting lease interests, in addition to existing protections for agricultural, timber, and grazing lands
